Seeing that too many voices were excluded from local decision making, Carl stepped up to organize with his neighbors, build coalitions, and help overthrow the century-old McManus Democratic machine. Carl became deeply involved in community organizing as a founding member of the Hell’s Kitchen Democrats, creating a grassroots home rooted in transparency, acceptance, and community power. Carl served as a Community Liaison in the NYC Council Speaker’s Office and worked for the Fifth Avenue Business Improvement District, gaining valuable experience in both government operations and community affairs. He also served on Community Board 4, where he was active on key committees and played a role in mediating local quality-of-life issues, such as advancing plans for a permanent dog run in Chelsea Park.

He has been a consistent and outspoken advocate for the LGBTQ+ community against right-wing attacks in our own backyard. Known for his encyclopedic knowledge of the district and his tireless presence on the ground, Carl leads by listening and delivering results. My Vision for District 3

Council District 3 is one of the most dynamic and forward-thinking communities anywhere in the country. We stand on the side of progress for civil rights, for the right to an abortion, universal healthcare, and protections for our LGBTQ+ and immigrant communities. As I talk to people across the district, I’m asked about everything from reproductive rights and protections against the Trump administration, to how I’ll work to make sure buildings and the subway are accessible or about access to healthcare and state and federal benefits like SNAP and Medicaid. All of these issues are important. I am running for office because I believe that the government is a force for good and at its best,&nbsp; helps everyone succeed, no matter their age, ability, or income. And I have seen it firsthand from my work over the last decade at City Hall.&nbsp; Building a more equitable New York comes down to the kitchen table issues that are part of our everyday lives. The ideas outlined below are grounded in years of experience working directly with residents, small business, tenants and community organizers.&nbsp; The best thing about living in a city is we’re all in this together. I want to know more about the issues that are important to you, so please take a minute to get to know more about what I plan to focus on as a start and let’s build the list together. <h2 style="text-align: center;">Carl Wilson is a longtime Hell’s Kitchen resident, community leader, and advocate who has spent his career fighting for working people in New York City. After serving as Council Member Erik Bottcher's Chief of Staff, he is now running to succeed him and represent District 3 in the New York City Council.</h2>

Attending Bowie High School as a part of the Summit Program and member of the Bowie Youth Leadership Program, Carl has always been a leader in uplifting his community. Carl moved to New York City in 2009 to attend New York University, where he studied drama and briefly pursued a career as an actor. He moved to the West Side of Manhattan in search of community and acceptance - and he found it. Carl knows first-hand the struggles that many New Yorkers go through, facing the same affordability pressures as so many of his neighbors. But Carl also believes in the promise of New York City and all that it has to offer.

We know that climate change is real. Super storms are becoming more and more frequent, and the entirety of District 3’s western boundary is the Hudson River. In fact, the natural shoreline was significantly further east; buildings in West Chelsea now sit on land that was formerly riverbed, which is why it is prone to flooding.Every action I take in the Council will consider the environment, because it's too costly not to.&nbsp;As water levels rise, we must require more permeable materials in buildings, improve storm water retention and limit runoff by vastly expanding bioswales on every block, and incentivize solar use on residential and commercial buildings. “City of Yes” took a bold step towards addressing our carbon footprint, but we can do more.While working for then-Council Member Erik Bottcher, I was proud to lead the way to require an expansion of the City’s tree canopy, which will help reduce temperatures, improve air quality, and increase biodiversity. Sustainability and the Environment

New York City must be a place where everyone can fully participate in daily life—no barriers, no exceptions. I will partner with the disability community&nbsp; to build a city that is accessible, inclusive, and designed with people with disabilities at the center.To be a city for all, basic access is fundamental and so I will work to expand elevator access, improve paratransit, and make our streets and sidewalks safe and navigable. And the same goes for ensuring those who with a disability have the support and city services to stay, I’ll work to create more accessible, affordable housing with stronger enforcement of accessibility standards.

New York City must be a place where everyone can fully participate in daily life — no barriers, no exceptions. I will partner with the disability community&nbsp; to build a city that is accessible, inclusive, and designed with people with disabilities at the center.

Accessibility and Disability Rights

New York City has endless appeal to the next generation, but the people who have been here for decades built the communities we are fortunate to call home. They should be able to age in place with stability and access to the full life of the city. That means making sure seniors have affordable housing, accessible transit, and quality healthcare and support services.I will prioritize capital and discretionary funding to support senior centers, community-based organizations, and programs that support aging in place and provide programming and meals for those in need.As our aging population increases, we must increase investment in community-based healthcare, home care services, and our public hospital system. I also support the healthcare workers who care for our seniors by advocating for safe staffing levels, fair wages, and safe working conditions. A well-supported workforce is essential to delivering high-quality care.I will continue our monthly SCRIE and DRIE clinic to help connect seniors and people with disabilities to these vital programs.

Senior Issues and Aging with Dignity

Donald Trump’s second term is as dangerous and threatening as we knew it would be. He is waging&nbsp; war on our city’s most vulnerable groups while starting reckless wars around the world. From attacks on the LGBTQ+&nbsp;community, DEI, to ICE’s illegal detention of our neighbors, the administration’s policies have created fear and instability.Trump’s 2016 election was the catalyst for me to get involved in public service - off the sidelines and into the fight. We know District 3’s strength comes from its diversity and sense of community and I believe New York City must continue to defend the protections that keep our communities safe, by safeguarding LGBTQ+ rights, women’s reproductive freedom and ensuring immigrant families can access city services without fear.As your Council Member, I will work with community organizations that support immigrants and other marginalized groups, legal advocates, and residents to protect our immigrant neighbors and targeted minorities&nbsp;and ensure District 3 stands firmly against discrimination and intimidation. I will do everything I can to ensure our immigrant neighbors are protected from a hostile federal government and will stand up for the rights of those who have always called New York home. We are a city of immigrants, after all.

Protections against the Trump Administration

We all know there is a perpetual shortage of affordable housing. The vacancy rate is extremely low, falling below 1% for apartments priced under $2,400 per month as of 2023 and rents continue to&nbsp; rise across NYC and the district. Regulation alone cannot solve the crisis, especially when there is no rent regulation for market rate apartments.Addressing the affordability crisis requires a multi-faceted approach. We must expand the housing supply at every level. More inventory lowers building costs and vacancy pressure.&nbsp; Adding new units frees up more affordable housing.We need to use all the tools we have to make it happen: <ul><li>Accelerating the development of permanently affordable homes, particularly through subsidized housing programs.</li><li>Building on city and state owned sites. </li><li>Speeding up the conversion of vacant offices into apartments. </li></ul>We know how to do this from the Midtown South (MSMX) Plan, which I helped advance.&nbsp; And all of this will happen as we work to strengthen&nbsp;tenant protections and ensure that new development benefits — and doesn’t displace — the people who live and work in District 3.As your Council Member, I will fight for the housing and affordability District 3 residents deserve and have historically enjoyed while ensuring they have a voice to inform how the neighborhood grows. I’ll also make sure that those who have a home in our community get to stay in that home by helping tenants know their rights, have continued access to legal clinics and representation, and ensure the city works to hold bad landlords accountable.

I will work for more historic preservation to keep these communities vibrant.In my role as Chief of Staff to then-Council Member Erik Bottcher, I worked with many&nbsp; LGBTQ+ organizations to strengthen their programs and expand the vital services they provide to our community. Through my work with the LGBTQIA+ Caucus, I helped advance and pass comprehensive protections for transgender &amp; gender non-conforming New Yorkers and expand access to gender-affirming health care. I will continue this support as well as work to expand funding for mental health services and HIV prevention and treatment.<h5>Housing Security for LGBTQ+ Communities </h5>LGBTQ+ youth and seniors face disproportionately high rates of housing instability. I will champion investments in inclusive shelters, supportive housing, and strong anti-discrimination enforcement.<h5>Supporting LGBTQ+ Youth</h5>I will advocate for inclusive, affirming schools and expanded youth programming. That means protecting LGBTQ+ students from bullying, supporting GSAs, and ensuring access to culturally competent counseling and services.<h5>Standing with Transgender &amp; Gender Non-Conforming New Yorkers</h5>I am committed to advancing policies that protect and uplift transgender and gender non-conforming people, who face disproportionate violence and economic hardship.

LGBTQ+ Equality and Pride

Public safety is a cornerstone of a thriving District 3. Safety isn’t just about policing; our neighborhoods are safest when neighbors have access to city services and community resources that help every resident feel secure and supported, be it a responsive 311 agent, an attentive crossing guard, or MTA employee.&nbsp;We need to make it easier for businesses to open, with more support for small businesses and a process that has less red tape and is less cumbersome because open businesses make a street safer.&nbsp;I support Mayor Mamdani’s initiative to create the Department of Community Safety, so that the police can fight crime and not be forced to be responsible for situations that should be handled by a social service professional. We also must increase investment in mental health support and developing more pathways to supportive housing.&nbsp;District 3 has been a leader on these issues, and we must continue to do so.&nbsp;A critical component of long-term community safety includes investing in youth programs to ensure our youngest residents learn, grow, and thrive. Just look at the extraordinary success stories from Hudson Guild and Fulton Youth of the Future. Developing pathways to success starts early, and it can happen with targeted investment in our communities.&nbsp;I pledge to continue to work closely with the NYPD, as I have for years with every precinct within&nbsp;the district, to maintain a trusting and accountable relationship that ensures law enforcement is a responsive and fair part of our community. My team and I will continue to attend Community Precinct Council meetings to help foster communication between police and residents.

Public Safety

Historically home to many artists and actors, our district is central to New York City’s endlessly emerging arts scene – from the galleries of Chelsea and the Whitney Museum to the Great White Way - these cultural institutions have defined our city for decades. Unfortunately, many of them are struggling to remain prosperous.&nbsp;New York City leads the way in support and funding through our tax dollars for arts institutions, but we must go further.&nbsp;We can revive and support the arts economy by working with arts organizations and cultural institutions, as well as fellow council members to use the Human Rights Law to support the development of artist housing like at Westbeth and Manhattan Plaza. It will ensure that artist housing expands access, supports diversity, and remains consistent with anti-discrimination principles, because today, that doesn’t happen.&nbsp;I’ll work with the Speaker and my colleagues on the council to develop legislation and incentives that foster growth in creative careers and prioritize the protection of galleries, performance spaces and other cultural institutions, defending the creative workforce that fuels our neighborhood and city’s identity.

The New York City Public School System is the largest school district in the US, with over 1,000,000 students, and 1,800+ schools. That’s bigger than most cities in America. Our schools are renowned for specialized high schools, high per-student funding, and immense diversity, offering unparalleled specialized programs across all five boroughs.&nbsp;District 3 is home to several notable public schools, including the one-of-a-kind High School for Fashion Industries, on 25th Street in Chelsea. This is yet another mark of how the West Side is a pipeline for creativity in the City.But our schools need some improvement.<h5>Academic and Student Support:</h5>NYC schools need to focus on<ul><li>literacy instruction on earlier grades;</li><li>boosting mental health services;</li><li>increasing special education inclusion;</li><li>providing intensive tutoring, especially for ELL;</li><li>reduce chronic absenteeism through community-based support. </li></ul>We must also expand access to school-based health services and implement trauma-informed care, recognizing the impact of poverty on students.<h5>Teacher Support and Retention:</h5>We must address teacher burnout with better compensation, complying with the class size law, and upgrading school infrastructure. We can also improve recruitment and retention by creating a citywide effort to build dedicated, mixed-income housing for teachers with a rent cap at 30% of income. <a href="/f455921d-3cdd-464c-8870-c65df504b1b3#block-23edf2f9-e77d-419a-ad9c-14d0092d0d53" style="color: var(--color-text); text-decoration-color: var(--color-text);">I’m proud to have the United Federation of Teachers endorsement</a>.&nbsp;In addition, we need to&nbsp;<ul><li>reframe special education to be fully inclusive and shift to an anti-ableist culture and use improved information systems for tracking student needs;</li><li>enhance school climate through restorative justice practices rather than exclusionary discipline, and improve school safety;</li><li>tackle school segregation and underenrollment by drawing district line more appropriately;</li><li>expand "community schools" that offer wraparound services (nutritional, medical, and social-emotional support) as well as adult education for families;</li><li>improve our school buildings and grounds with new&nbsp;HVAC, gymnasiums, and bathrooms. </li></ul>I will continue to make these types of allocations a priority when making budgeting decisions for District 3.

District 3 moves. It thrives on smart and efficient transportation that gets residents and all the out-of-town workers and visitors where they need to be quickly and safely. Our streets are safest when there is dedicated space for pedestrians and cyclists, so I will work to get permanent fixtures: concrete, tree pits, and planters to make real change, not just paint and plastic cones.&nbsp;To improve pedestrian safety, I worked with Chekpeds, Transportation Alternatives, and the Hudson Yards Hell’s Kitchen Alliance to extend the super sidewalks of Ninth Avenue in Hell’s Kitchen further south. We’ve also added “traffic calming” tree pits to the islands along the Tenth Avenue Bike Lane. But we shouldn’t stop there.&nbsp;But we shouldn’t stop there.&nbsp;Given that two of Manhattan’s main transit hubs – the Port Authority Bus Station and Moynihan Train Hall/Penn Station – are in the district, robust public transit is what saves us from even more cars clogging our streets.We can start this work right away by <ul><li>Installing more dedicated bus lanes which make the buses move faster as we also work towards expanding Fair Fares. </li><li>Our bus shelters are inadequate - there should be more benches and shelters so seniors (and the rest of us!) can comfortably wait for the bus.&nbsp;</li><li>We must expand accessible transit options, and ensure crossings, entrances, public spaces, buildings, and services are designed with seniors and people with disabilities in mind.&nbsp;</li></ul>I will pursue legislation that&nbsp;prioritizes pedestrians, cyclists, accessibility, and local businesses – helping to decongest our streets while lowering emissions. And I’ll take the fight I’ve learned on the street to Albany to demand more funding for the MTA to continue expanding and improving our public transit system.

New York is a leader in the creative, tech, finance, and construction industry — and we’ve got&nbsp;union power, too. We must ensure the growth of good paying&nbsp; jobs for local residents, because we know we don’t thrive as a city unless we create more jobs.&nbsp;I helped develop a local jobs program by working with tenant leaders at the Fulton and Elliot-Chelsea NYCHA campuses to connect people to jobs training and jobs programs. We can scale this thinking to work with the big employers in the tech, finance, and creative industries and coordinate with the NYC Training and Employment Coalition and our schools to create good paying jobs for local residents.We can advance an ambitious progressive agenda without compromising the essential services our communities rely on, like parks and libraries. By asking those at the very top to contribute a fairer share, we can make strategic public investments in infrastructure, education, and community resources. These investments not only strengthen quality of life, but also drive economic activity, support local businesses, and create good-paying jobs across our neighborhoods.Our mom and pop shops are burdened by the increasing cost of goods and rent. They should not receive an ever smaller share of the pie as they give our neighborhoods character while contributing to the local economy. I will advocate for a commercial vacancy tax, which would help small retail&nbsp;by penalizing landlords who leave storefronts empty while waiting for high-paying corporate tenants. By increasing the cost of holding vacant property, landlords would be incentivized to lower rents, fill vacancies, and accept small business tenants, thereby reducing blight, decreasing rental costs, and rejuvenating local retail corridors.I’ll also work to repeal the Commercial Rent Tax, which is only applied to businesses in Manhattan between 96th Street and Reade Street. It’s an inequitable tax that penalizes businesses and undermines entrepreneurs from investing in our District.

Economic Development and Jobs

Clean, safe, and accessible public spaces are a key part of what makes any district enjoyable and successful. Our district has some of the city’s most verdant parks and busy plazas. Well-maintained parks, vibrant streets, and reliable sanitation services are essential for the health and happiness of all residents while also attracting tourists and business.&nbsp;And we’ve been leading the way on the West Side: there’s the Canoe and series of Street Seats in Hell’s Kitchen, the sprawling plazas in the Meatpacking District, and a plan to vastly increase public space in Hudson Square, too. The redesign of Broadway in the Flatiron District also shows what is possible on our streets when we think beyond just the windshield view.Many of our city’s public realm initiatives are driven by our business improvement districts, which provide supplemental support for city services like cleaning and beautification. I will continue to work on&nbsp; the expansion of the Hudson Yards Hell's Kitchen BID further north into Hell’s Kitchen, l will provide marketing and program support for our businesses as well as sanitation and landscaping services for our blocks.&nbsp;I support Mayor Mamdani’s pledge to provide 1% of the city budget to fund the Parks Department, to improve maintenance, cleaning, safety, and create more equitable park access, an idea that has been around a long time because of historic underfunding, but needs to be made permanent because it’s our collective backyard!We know that containerizing trash is possible and it works, too. Cities around the world have done it for decades and it's been happening in Morningside Heights and West Harlem for years already. I’ll work to roll out trash container programs across the district which will reduce rat populations and keep our streets a whole lot cleaner.
