Seeing that too many voices were excluded from local decision making, Carl stepped up to organize with his neighbors, build coalitions, and help overthrow the century-old McManus Democratic machine. Carl became deeply involved in community organizing as a founding member of the Hell’s Kitchen Democrats, creating a grassroots home rooted in transparency, acceptance, and community power. Carl served as a Community Liaison in the NYC Council Speaker’s Office and worked for the Fifth Avenue Business Improvement District, gaining valuable experience in both government operations and community affairs. He also served on Community Board 4, where he was active on key committees and played a role in mediating local quality-of-life issues, such as advancing plans for a permanent dog run in Chelsea Park.</p>

He has built a record of hands-on service across all neighborhoods on the West Side of Manhattan. Carl works every day to help tenants stay in their homes, support our seniors, strengthen public schools, and connect families to critical city services. He has been a consistent and outspoken advocate for the LGBTQ+ community against right-wing attacks in our own backyard. Known for his encyclopedic knowledge of the district and his tireless presence on the ground, Carl leads by listening and delivering results. Carl will continue to bring proven leadership and a community-first vision to City Hall in order to improve the lives of New Yorkers. He lives in Hell’s Kitchen with his partner, James.</p>

<p style="text-align: center;">Council District 3 is one of the most dynamic and forward-thinking communities anywhere in the country. We stand on the side of progress for civil rights, for the right to an abortion, universal healthcare, and protections for our LGBTQ+ and immigrant communities. As I talk to people across the district, I’m asked about everything from reproductive rights and protections against the Trump administration, to how I’ll work to make sure buildings and the subway are accessible or about access to healthcare and state and federal benefits like SNAP and Medicaid. All of these issues are important.<br></p><p style="text-align: center;"><strong>I am running for re-election because I believe that the government is a force for good and at its best,&nbsp; helps everyone succeed, no matter their age, ability, or income. And I have seen it firsthand from my work over the last decade at City Hall.&nbsp;<br></strong></p><p style="text-align: center;">Building a more equitable New York comes down to the kitchen table issues that are part of our everyday lives. The ideas outlined below are grounded in years of experience working directly with residents, small business, tenants and community organizers.&nbsp;<br></p><p style="text-align: center;">The best thing about living in a city is we’re all in this together. <h4 style="text-align: center;"><span style="color: var(--color-text); text-decoration-color: var(--color-text);">Carl Wilson is a longtime Hell’s Kitchen resident, community leader, and advocate who has spent his career fighting for working people in New York City. After serving as Chief of Staff to then-Council Member Erik Bottcher, he was elected to represent District 3 in the New York City Council.</span></h4>

Attending Bowie High School as a part of the Summit Program and member of the Bowie Youth Leadership Program, Carl has always been a leader in uplifting his community. Carl moved to New York City in 2009 to attend New York University, where he studied drama and briefly pursued a career as an actor. He moved to the West Side of Manhattan in search of community and acceptance - and he found it. Carl knows first-hand the struggles that many New Yorkers go through, facing the same affordability pressures as so many of his neighbors. But Carl also believes in the promise of New York City and all that it has to offer.</p>

That means making sure seniors have affordable housing, accessible transit, and quality healthcare and support services.</strong></p><p>I will prioritize capital and discretionary funding to support senior centers, community-based organizations, and programs that support aging in place and provide programming and meals for those in need.</p><p>As our aging population increases, we must <span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">increase investment in community-based healthcare, home care services, and our public hospital system</strong></span>. I also support the healthcare workers who care for our seniors by advocating for safe staffing levels, fair wages, and safe working conditions. A well-supported workforce is essential to delivering high-quality care.</p><p>I will continue our monthly SCRIE and DRIE clinic to help connect seniors and people with disabilities to these vital programs.</p>

We know <strong>District 3’s strength comes from its diversity and sense of community</strong> and I believe New York City must continue to defend the protections that keep our communities safe, by <span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">safeguarding LGBTQ+ rights, women’s reproductive freedom and ensuring immigrant families can access city services without fear</strong></span>.</p><p>As your Council Member, I will work with community organizations that support immigrants and other marginalized groups, legal advocates, and residents to protect our immigrant neighbors and targeted minorities&nbsp;and ensure District 3 stands firmly against discrimination and intimidation. The vacancy rate is extremely low, falling below 1% for apartments priced under $2,400 per month as of 2023 and rents continue to&nbsp; rise across NYC and the district. Regulation alone cannot solve the crisis, especially when there is no rent regulation for market rate apartments.</strong></p><p>Addressing the affordability crisis requires a multi-faceted approach. We must expand the housing supply at every level. More inventory lowers building costs and vacancy pressure.&nbsp; Adding new units frees up more affordable housing.</p><p>We need to use all the tools we have to make it happen: </p><ul><li><p>Accelerating the development of permanently affordable homes, particularly through subsidized housing programs.</p></li><li><p>Building on city and state owned sites. </p></li><li><p>Speeding up the conversion of vacant offices into apartments. </p></li></ul><p>We know how to do this from the Midtown South (MSMX) Plan, which I helped advance.&nbsp; And all of this will happen as we work to strengthen&nbsp;tenant protections and <span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">ensure that new development benefits — and doesn’t displace — the people who live and work in District 3</strong></span>.</p><p>As your Council Member, I will <span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">fight for the housing and affordability District 3 residents deserve and have historically enjoyed while ensuring they have a voice to inform how the neighborhood grows</strong></span>. It will ensure that artist housing expands access, supports diversity, and remains consistent with anti-discrimination principles, because today, that doesn’t happen.&nbsp;</p><p>I’ll work with the Speaker and my colleagues on the council to develop legislation and incentives that foster growth in creative careers and <span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">prioritize the protection of galleries, performance spaces and other cultural institutions</strong></span>, defending the creative workforce that fuels our neighborhood and city’s identity.</p>
